Action Needed: Senate Bill 12 (SB12)

Dear Parent/Guardian,

During the 89th Texas Legislative Session, the Texas Legislature passed Senate Bill 12 (SB 12), which requires school districts to obtain annual parental consent before providing routine school-based physical and mental health-related services. Services are provided by qualified district personnel – such as school nurses, counselors, athletic trainers, and other health professionals – to promote student health, safety, and academic success. You will receive a notification in Skyward Family Access to review and complete the “SB 12 Annual Consent Form” for each of your children enrolled in MISD. Mansfield ISD must have your consent to provide these services for your child/children during the 2025–2026 school year.

Examples of routine services include:

  • Physical Health: First aid, over-the-counter medication per policy, vision/hearing screenings, asthma/diabetes monitoring, athletic injury support
  • Mental Health: Short-term counseling, emotional support, social-emotional skill-building, and referrals to outside resources when needed (with additional consent)

Routine services do NOT include:

  • Formal medical or psychological diagnoses
  • Prescription medication administration without prior authorization
  • Ongoing therapy or treatment requiring separate parental notification

Consent is valid for the school year but may be revoked at any time in writing.
